Journalists Invited to Consider a Draft Law on Information

A draft of Belarus  "Law On Information, Informatization and Information Security" was received by the Belarusian Association of Journalists on April 2, 2007 in reply to an inquiry to the Belarusian Parliament.

Anatol Paulovich, the head of Permanent Committee on Industry, Fuel-Energy Complex, Transport, Communication and Entrepreneurship at the Chamber of Representatives invited BAJ to take part in finalization of the draft law before its consideration in the Belarusian Parliament. The lawyers from the Law Center for Media Protection at BAJ will prepare and present their notes and remarks to the draft law before April 15, 2007 (this date was indicated as a dead-line for submitting proposals in the letter from the Belarusian Parliament).

More information about the contents of the draft law „On Information, Informatization and Information Security" will be available in a short while.

Vitsiebsk Regional Printing House Agreed to Print Out „Vitsiebskiy Kuryer M" Weekly

The state-owned Vitsiebsk Regional Printing House agreed to print the „Vitsiebskiy Kuryer M" independent weekly. All at once, the Director of the Printing House Mr. Y. Larychau signed an agreement with the editorial for a month.

On the same day, the Printing House took the prepared issues of "Vitsiebskiy

Kuryer M" for March 27 and March 30. 

Also, according to Mr. Uladzimir Bazan, the „Vitsiebskiy Kuryer M" Editor-in-Chief, the newspaper can be distributed again by private distributors since the previous week-end.

It should be reminded that the Vitsiebsk Regional Printing House refused to print out the „Vitsiebsk Courier M" weekly on March 22. Their example was followed by all printing houses in the region.

Taking into account the hardships, the „Vitsiebsk Kuryer M" publisher was ready to suspend the newspaper publishing for a month.

The Chief of Minsk Police: „We are interested in full-value and confidential relations with journalists"

The Belarusian Association of Journalists received an official reply from the Chief Department of Internal Affairs at Minsk State Executive Committee, dated by March 30, 2007. BAJ had addressed to the Department with a request to keep to the Belarusian legal norms on media freedoms and to stop violations of journalists professional rights during mass protest actions.

The Department Head Anatol Kulashou informed BAJ about „detailed and all-sided" consideration of the Association´s appeal, „a recurrent examination" of the Belarus Law „On the Press and Other Media" with the city police officers and taking „concrete measures, directed at avoiding the law violations [by the police] in the future".

The head of Minsk police ensured BAJ that he was aiming at „improving partnership relations with journalists" and that the Minsk policemen are „interested in the development of full-value and confidential relations with journalists from nation-wide and city media outlets".

It should be reminded that the Belarusian Association of Journalists sent official letters to Uladzimir Navumau, the Minister of Interior of Belarus and Anatol Kulashou, the Head of Department of Internal Affairs at Minsk State Executive Committee on March 22, 2007, where the Association demanded the police to keep to the Belarusian legal norms on media freedoms and to avoid preventing journalists from carrying out their professional duties during mass protest actions. However, three days afterwards, on March 25, 2007, the police

prevented journalists from coming to Kastrychnitskaya Square in Minsk, where a public action had been planned to begin. Moreover, a Belarusian journalist Aliona Andreyeva and a Polish „PAP" information agency correspondent Bozhena Kuzavinska were beaten on the same day, while implementing their professional duties.
